That widow should be able to sue the store, or business owners, for not having security properly trained to avoid unnecessary deaths at their expense. The couple weren't wanted for grand theft, kid napping or murder, and that guard was on a heavy power trip & his bad training was definitely partial cause of the permanent damage (death) that resulted. (Just IMPO of course)
